Conal Devine is to chair the Health Service Executive inquiry into the resignation of a college lecturer two years after he was convicted of a sexual offence.
Mr Devine is a former director of Industrial Relations at the Irish Medical Organisation but now works as an Independent Management Consultant.
Fine Gael however has called for a wider, independent, inquiry into how Mr McElwee was able to remain in his job in Athlone two years after he was convicted of a sexual offence in the Netherlands.
The HSE inquiry was launched in response to revelations that the gardaí had reported the behaviour of Dr Niall McElwee to the Midland Health Board nearly three years ago.
It is expected the terms for the inquiry will be published after agreement with the chairman tomorrow afternoon.
The senior childcare expert resigned from the Athlone Institute of Technology on 5 July after management became aware of his conviction for a sexual offence in the Netherlands in 2005.
The Minister for Children, Brendan Smith, has welcomed the appointment.
Meanwhile, a Canadian university has cancelled the appointment of Dr Niall McElwee as an adjunct lecturer at its School of Child and Youth Care as a result of the controversy surrounding him in Ireland.
