Amend Rule 2.1
"The Referee, facing the players, starts the game and re-starts it after half-time, by throwing the ball between one player from each team, who shall stand in their own defensive sides of the half-way line. The second midfielder on each team shall be positioned on the opposite side lines, position themselves in the centre of the sideline and facing the players contesting the throw-in. Players will swap sidelines for the 2nd half throw-in"
Jim Gavin's rationale
"As part of our stakeholder consultation, the information we got from TUD showed that within 10 seconds of a throw-in, 63% of the time there's a foul. So we had a look at this and the evidence presented to us is that it's very unsightly and it's a clunky way to start our game of Gaelic football.
"What we're proposing is to put two players on opposite sides and the play can start.
"For the coin toss, the team that wins the coin toss, will decide which end they'll attack and the other team who don't will decide which side of the other sideline that they will take up.
"The ball is thrown in and then players can leave the 45-metre line to move towards the midfield area.
"The best solution that we've seen is both players taking opposite sidelines and then they swap over at half-time. It works really well. One player wins the throw-in and then they attack straight away."
